Strengthening collaboration between the National and County Governments through the Intergovernmental Sector Forums.

Today, the Principal Secretary, State Department for Devolution, Michael Loikenu Lenasalon, met with the Deputy Head of Public Service, Amos Gathecha, EBS, NDC (K) to deliberate on strengthening collaboration between the National and County Governments through the Intergovernmental Sector Forums.
‎The meeting focused on enhancing coordination, consultation and cooperation across government levels in line with the Intergovernmental Relations (IGR) framework.
‎The discussions underscored the importance of Sector Forums as key platforms for addressing technical and policy issues before escalation to higher intergovernmental structures such as the Summit and the Intergovernmental Budget and Economic Council (IBEC).
‎Key highlights from the meeting were:
‎1.) Development of the Intergovernmental Relations (Sectoral Forum) Regulations, 2025, which will guide the convening of intergovernmental forums.
‎2.) Finalization of the Draft Intergovernmental Sector Forum (IGSF) Framework to align with the Regulations.
‎3.) Agreement on the need for all sectors to convene regular meetings, at least four times annually, to strengthen service delivery and policy alignment.
‎4.) Commitment by the State Department for Devolution to revamp the Sector Forums and ensure all sectors convene meetings within the financial year.
‎The Deputy Head of Public Service expressed his commitment to supporting the effective functioning of the forums and attending select sessions to appreciate sectoral issues firsthand.
‎This engagement reflects the government’s dedication to fostering effective intergovernmental coordination for improved public service delivery.
