State Department Devolution’s collaboration with the Ombudsman through the Second Kenya Devolution Support Programme (KDSPII)

The Principal Secretary, State Department for Devolution, Michael Loikenu Lenasalon, joined fellow PSs and other senior government officials in a high-level engagement convened by the Ombudsman Kenya (Commission on Administrative Justice) under the leadership of Chairperson Charles Dulo.
The meeting, graced by the Deputy Head of Public Service Mr. Amos Gathecha as Chief Guest, focused on the theme "Promoting Efficient Public Service Delivery Through Effective Complaints Resolution and Enhanced Access to Information".
In his remarks, PS Lenasalon underscored the State Department for Devolution’s ongoing collaboration with the Ombudsman through the Second Kenya Devolution Support Programme (KDSPII), terming it a practical demonstration of the "whole-of-government approach" to strengthening service delivery.
Key highlights from the engagement included a reaffirmation of citizens’ right to access information as guaranteed under the Access to Information Act, and a strong commitment to closer collaboration between government and the Ombudsman in addressing systemic issues rather than merely reacting to complaints.
The Commission on Administrative Justice also announced the planned expansion of its services to all 47 counties, ensuring easier access to justice for citizens across the country.
In addition, participants were briefed on the forthcoming "Pasha Ombudsman” mobile application, a technology-driven tool designed to enable real-time complaint tracking and information access.
PS Lenasalon reiterated the government’s pledge to listen, serve and build public trust through transparent, accountable and citizen-centered governance.
