Kenya Devolution CSO's Working Group - KDCWG Side event at Devcon25

At the vibrant side event by the Kenya Devolution CSO's Working Group - KDCWG on day 1 of the #DevolutionConference2025, devolution advocates, government officials, civil society leaders and development partners gathered with conversation revolving around a crucial theme: “Status of Transfer of Remaining County Functions – What Does This Mean for Citizens?”

MO Shalle, the Secretary for Devolution and Intergovernmental Relations at the State Department for Devolution, was one of the central panelists. Calm but firm in his delivery, Shalle carried with him both the weight of responsibility and the optimism of reform.

The event opened with KDCWG Convenor Evan Kibet outlining three pressing issues; transfer of functions, corruption in devolution and meaningful public participation.

In his remarks, Secretary Shalle addressed these realities head-on. He outlined the State Department’s ongoing work to finalize the transfer of the remaining functions, noting that some require legal clarification. He assured participants that the government is committed to putting in place clear policies, laws and regulations to facilitate this process.

Shalle stressed that citizens’ voices must remain central in service delivery, promising a future where functions are not only transferred but implemented in a way that optimizes responsiveness to county needs.

He also affirmed the State Department’s readiness to collaborate closely with KDCWG to strengthen devolution implementation and strengthen public confidence.

The panel discussion reinforced a common call: devolution cannot succeed without clarity of functions, transparent funding and genuine citizen engagement. This will ensure that Kenya will be a step closer to a deolution system that works for and with its people.
