The Principal Secretary for the State Department for Devolution, Michael Loikenu Lenasalon, is in Kigali, Rwanda representing Kenya at the East African Local Governments Forum (EALGF), a platform bringing together leaders from across the region to tackle shared urban development challenges and exchange proven solutions.

 

Kenya’s presence at this forum is anchored on the country’s ongoing commitment to devolution, sustainable cities and inclusive housing. The PS is engaging with counterparts on innovations transforming African cities, most notably, Kigali’s affordable housing model, which creatively partners government and landowners to redevelop informal settlements without displacing residents. This mirrors Kenya’s efforts under the Affordable Housing Programme (AHP) and offers valuable lessons in scaling inclusive development.

 

Kenya has also shared progress on initiatives like green youth jobs, the Nairobi River regeneration, and innovative financing models in housing. These peer-to-peer exchanges are critical in sharpening regional strategies to improve service delivery, reduce urban poverty, and position counties as engines of inclusive growth.
