Deepening accountability, enhancing Public Finance Management (PFM) reforms and supporting county governments in delivering quality services to citizens.
The Principal Secretary, State Department for Devolution, Michael Loikenu Lenasalon, today hosted a delegation from the Institute of Certified Public Accountants of Kenya (ICPAK) led by the Chairperson, CPA Prof. Elizabeth Kalunda, for a courtesy call focused on strengthening financial governance within Kenya’s devolved system of government.
Discussions were centered on deepening accountability, enhancing Public Finance Management (PFM) reforms and supporting county governments in delivering quality services to citizens.
In line with Articles 6(2), 189(2) and 174(f) of the Constitution, which promote intergovernmental cooperation and economic collaboration, the two institutions explored key areas of partnership, including:
• Capacity Building: Strengthening the skills of county finance officers and oversight committees.
• Policy and Legislative Review: Jointly reviewing devolution-related policies and legislation for improved implementation.
• Audit and Oversight Support: Enhancing the effectiveness of county audit committees and assemblies.
• MSME Development: Promoting financial literacy and sustainability among small and medium enterprises to boost local economies.
• Professional Placement: Advocating for the deployment of qualified accountants in key county leadership roles.
The Principal Secretary welcomed ICPAK’s proposals and commended the Institute for establishing a Devolution Committee, noting its alignment with the Department’s mission to promote professionalism, transparency, and accountability across all counties.
He affirmed the State Department’s commitment to sustained engagement with ICPAK to strengthen coordination and advance the devolution agenda for the benefit of all Kenyans.
Also present representing the State Department was Director, Partnerships and Intergovernmental Relations, Lesley Khayadi; Head of Devolution Collaborations and Partnerships, Dr. Samuel Nyaga; Chief Finance Officer, Paul Masinde; and Assistant Director, Devolution Affairs, Emmy M’mbwanga.
